Whenever I start it up, it just says Maplestory is not responding.
Someone is probably gonna say go see the guide but where do I find it?
Please help, >_<

I can't really help you cause I don't have enough info about why it's not working and i'm not really great with this, but try re-downloading.

Try downloading v116 then patching it to v117.2
And guides can be found under guides on forums o...o
